Compare declarations across bounded public metadata on one HTTPS origin: HTTP routes/methods, prices/networks/resource bindings, structural input/output schemas, service identities and represented capabilities. Supported document kinds: openapi, llms, x402, catalog, service-info, agent-card. These are explicit bounded profiles, not universal standards validation. Unsupported schemas, references or profile forms remain INCONCLUSIVE.

Input JSON requires `origin`, an HTTPS origin only. Optional `documents` selects 2–6 unique same-origin paths with `{kind,path}`; defaults are /openapi.json, /llms.txt, /.well-known/x402, /.well-known/agent-card.json. Optional `paths` selects up to 8 `{method,path}` pairs. Paths are at most 256 characters. No credentials, fragments, query strings or non-public targets; HTTPS port 443 only. All DNS addresses and redirects are checked; connections pin the resolved address. Buyer credentials are never forwarded.

Output: agent-metadata-parity/1.0.0 with PASS, FAIL or INCONCLUSIVE, source pointers, document raw/decoded hashes, findings, coverage, requestSha256, evidenceId, observedAt and resource usage. Evidence is an unsigned observation receipt. An explicitly selected missing document is a FAIL; an absent optional default document can be recorded as optional. Missing comparable fields and unsupported representations are unknown, not fabricated agreement.

Billing: charge only when the delivered report has no INCONCLUSIVE finding. A fully determined PASS or FAIL costs 5000 atomic. Any INCONCLUSIVE finding makes the entire report no-charge, including an overall FAIL caused by another mismatch. Declared input/limit/busy/internal service failures are also no-charge. A signed payment authorization is verified before fetching; settlement follows durable preparation of a chargeable result.

Durability: exact signed authorization replay with the exact original body returns the same durable order, evidence and bytes without a second settlement or metadata refetch. Changing the request under an already used authorization is rejected. No-charge reports are persisted for replay too. Do not create a new authorization merely because a response is uncertain.

Bounds: 16 KiB input; 128 KiB output; 6 documents; 256 KiB per document; separate 1 MiB raw and decoded aggregate caps; 8 request attempts; 2 redirects; 10-second audit deadline; 4 concurrent audits; 32 routes and 160 findings. Gzip decoding is bounded. Finding truncation adds an INCONCLUSIVE finding and prevents charging; the overall verdict can remain FAIL.

Non-claims: no semantic truth, tool execution, paid delivery validation, security certification, browser JavaScript, crawling, authenticated targets or external reference resolution.
