Price: **$0.05 USDC (50,000 atomic)** using x402 v2 exact on Base mainnet `eip155:8453`. Base Sepolia uses test-USDC on `eip155:84532` at the same 50,000 atomic. Runtime HTTP 402 PAYMENT-REQUIRED is authoritative.

## What it does

This is an independent, low-data migration-planning snapshot for the 2026 FIRE-to-IRIS transition and filing season 2027. It evaluates declared channel/form/readiness facts against bounded reviewed public IRS evidence and returns the requested channel as `READY`, `NOT_READY`, `NOT_APPLICABLE`, or `UNKNOWN`.

It retains the exact published FIRE operational cutoffs: November 1, 2026 for FIRE test files, November 9 for changes to IR Applications for TCC, and November 19, 2026 at 3:00 p.m. ET for final FIRE filing. W-2/W-3 are kept on the SSA path and excluded from IRIS routing.

## Input privacy

Send counts and enumerated planning declarations only. Do **not** send names, addresses, SSNs/TINs/EINs, TCC values, credentials, API secrets, account data, return contents, transmissions, XML, attachments, or taxpayer documents. Unknown fields are rejected.

## Billing

A delivered validated requested snapshot with overall `READY`, `NOT_READY`, or `NOT_APPLICABLE` is chargeable when its evidence issues are empty. Overall `UNKNOWN` is no-charge. Invalid/oversize/timeout/evidence-unavailable/internal/storage/delivery failures are also no-charge. Unknown items that belong only to alternative, non-requested channels do not invalidate a determinate requested-channel answer.

## Evidence and freshness

The service uses hash-checked reviewed public evidence with explicit expiry. It fails closed when required evidence is expired, unavailable, changed without review, or conflicting. A passing verifier never renews evidence. CURRENT public IRS pages may have different whole-page bytes; PennyBot does not infer whole-document semantic equivalence from titles or labels.

## Important boundaries

`READY` is a bounded planning result, **not** filing authorization, tax advice, a tax-treatment or taxpayer-applicability determination, live account verification, IRS acceptance, or a guarantee of approval. PennyBot is not affiliated with or endorsed by the IRS or SSA.

Full TY2026 IRIS SOR schema bytes are not in the accepted corpus, so `production_xml_validation` remains `UNSUPPORTED`. SSA EFW2 byte-level validation is `OUTSIDE_SCOPE`. No XML/schema-compliance certification is provided.

## Durable paid delivery

The production qualification used one Base-Sepolia test-USDC authorization for 50,000 atomic. The buyer received HTTP 200, the result was durably bound before settlement, and independent chain verification found exactly one AuthorizationUsed event plus one 50,000-atomic USDC Transfer. One byte-identical replay returned the same order/body with no second payment response, no second settlement, no re-execution, and no new authorization. This is testnet qualification, not a funded mainnet purchase.
