## Scope

This is an independent public document-edition evidence utility. Ask about up to 20 approved identifiers by explicit tax year, with optional filing year, artifact kind, public revision label, or SHA-256 digest. Results are CURRENT, STALE, UNKNOWN, or CONFLICT.

CURRENT means the requested edition matches usable, unexpired reviewed evidence in PennyBot's bounded snapshot. It is not a promise that an IRS page has not changed since review. Changed source bytes are not treated as semantically equivalent merely because a title or revision label looks unchanged. Ambiguous, unsupported, expired, unavailable, or unreviewed evidence remains UNKNOWN.

## Privacy

The service needs and accepts no taxpayer PII or raw taxpayer documents. Unknown fields are rejected. Do not send names, addresses, SSNs, TINs, EINs, account numbers, tax-return or filing contents, credentials, cookies, attachments, or raw caller document bytes. A supplied digest is compared only with reviewed captured bytes; caller_document_verified remains false and semantic equivalence is not assessed.

## Billing

A request is chargeable only when the complete delivered serialized result validates and every requested item is determinate CURRENT, STALE, or CONFLICT with usable unexpired reviewed evidence. UNKNOWN anywhere makes the whole request no-charge. Determinate CONFLICT can be chargeable because preserving the conflict is the answer.

Invalid or unsupported input, oversize/resource limits, timeout, evidence unavailable, busy/internal/storage failures, and incomplete delivery are no-charge. The fee_eligibility field records local eligibility; it is not itself proof of settlement.

## Durable replay

The exact request and validated result are durably bound before settlement. Replay the byte-identical request with the same signed authorization to obtain the same order and response body with no second payment response, Product7 re-evaluation, or resettlement. Changed requests under used authorizations are rejected. Uncertain settlement is held for read-only chain/nonce recovery and is never blindly resubmitted.

The production gate used one Base-Sepolia test-USDC authorization for 5000 atomic. The first buyer received HTTP 200 and a successful settlement response; independent chain verification found exactly one matching AuthorizationUsed event and one 5000-atomic USDC Transfer. One exact replay returned the same order/body with no second payment response, settlement, or Product7 execution. This is testnet qualification, not a funded mainnet purchase.

## Non-claims

Not affiliated with or endorsed by the IRS or SSA. No tax advice, tax-treatment determination, taxpayer applicability determination, return preparation, filing, submission, live IRS account access, semantic-equivalence certification, or schema-compliance certification. SSA EFW2 and full TY2026 IRIS SOR schema contents remain UNKNOWN unless separately captured and reviewed in a future contract version.
