## What it does

Returns a deterministic reviewer queue for bounded 2025/2026 federal 1099 facts: `CANDIDATE`, `NOT_CANDIDATE`, `REVIEW`, or `UNKNOWN`. Results carry arithmetic traces, modeled rule IDs, source references and evidence hashes.

## Privacy

Use random opaque vendor/row tokens only. Do **not** send names, SSNs/TINs/EINs, hashes or encodings of identifiers, addresses, credentials/secrets, account data, return contents, XML, attachments, W-9 images, tax documents or any other taxpayer identity material. Caller declarations about entity class, US status, W-9/TIN presence and annual completeness are not independently observed.

## Billing

A delivered validated batch containing only `CANDIDATE`, `NOT_CANDIDATE`, and/or `REVIEW` may be charged when every required rule check is `READY`. Any `UNKNOWN` makes the whole batch no-charge. Invalid, oversize, timeout, evidence-unavailable, internal, storage and delivery failures are no-charge.

## Boundaries

`CANDIDATE` means only that a narrowly modeled reviewed predicate fired. `NOT_CANDIDATE` means only that the modeled predicate did not fire. `REVIEW` means the supplied facts are ambiguous/unsupported enough for reviewer attention. None is a legal file/no-file or filing-obligation determination.

No tax advice, tax-treatment determination, worker-status classification, entity-exception inference, foreign-treatment inference, state-rule evaluation, correction/refund determination, W-9/TIN identity verification, filing/submission, or unsupported special-category determination is provided. Payment-card/TPSO rows are excluded from NEC/MISC arithmetic; the separate TPSO threshold comparison is reconciliation evidence and is not the business payer's filing obligation.

## Evidence and freshness

The service uses reviewed, hash-pinned public IRS evidence with explicit expiry. Fresh prequalification on October 6, 2026 reproduced all 14 modeled scoped excerpts across five official IRS sources. Changed whole-page bytes were not silently repinned or treated as whole-document semantic equivalence. The seller refuses Product9 startup after accepted evidence expiry until requalified.

## Durable qualification

Production qualification used exactly one Base-Sepolia test-USDC authorization for 50,000 atomic. The first buyer received HTTP 200, independent chain verification found exactly one AuthorizationUsed and one matching 50,000-atomic Transfer, and a byte-identical replay returned the same order/body with no second payment response, no second settlement, no re-execution and no new authorization. This is testnet qualification, not a funded mainnet purchase.
