## What it does

Compares bounded accepted 2025-to-2026 IRS source pairs and curated topics. It reports captured-text changes separately from reviewed fact deltas. A changed page or changed bytes do **not** automatically mean a legal rule changed.

Supported evidence states include `TEXT_CHANGED`, `TEXT_UNCHANGED`, `FACT_CHANGED`, `FACT_UNCHANGED`, `BASELINE_NOT_MODELED`, `CONFLICT`, and `UNKNOWN`. Caller assertions are bounded software regression checks against curated facts, not official IRS statements.

## Billing

Only a validated overall `COMPLETE` result is chargeable. `CONFLICT`, `UNKNOWN`, invalid, oversize, evidence-unavailable, storage and delivery failures are no-charge. Assertion mismatches and `BASELINE_NOT_MODELED` can be determinate evidence inside a COMPLETE result; neither is a legal conclusion.

## Privacy and boundaries

Requests use accepted public source IDs, allowed topic IDs, fixed tax-year metadata, and bounded scalar assertions. Do not send arbitrary URLs, source documents/text, taxpayer data, names/TINs, account data, credentials/secrets, or executable expressions.

## Durable qualification

Production qualification used exactly one Base-Sepolia test-USDC authorization for 20,000 atomic. The first buyer received HTTP 200 `COMPLETE`; independent chain verification found exactly one AuthorizationUsed and one matching 20,000-atomic Transfer. A byte-identical replay returned the same order/body with no second payment response, settlement, authorization, or re-execution. This is testnet qualification, not a funded mainnet purchase.
