## What it does

Evaluates a bounded caller-supplied close checklist over opaque account IDs and declared summary facts. Per-check outcomes are `PASS`, `FAIL`, `REVIEW`, or `UNKNOWN`; the overall result is `READY`, `NOT_READY`, `REVIEW`, or `UNKNOWN`. The caller policy, not PennyBot or IRS guidance, defines what counts as ready.

## Privacy

Use opaque account IDs only. Do not send names, bank/account/routing numbers, taxpayer IDs, credentials, raw statements, transaction feeds, documents, emails, addresses, or executable policy expressions.

## Billing

Validated `READY`, `NOT_READY`, and `REVIEW` results may be charged only when the result contains zero `UNKNOWN`. Any `UNKNOWN` is no-charge. Invalid, oversize, timeout, evidence-unavailable, storage and delivery failures are no-charge.

## Boundaries

Missing evidence is not proof of accounting error. A passing checklist is not audit assurance, GAAP compliance, tax readiness certification, financial statement assurance, tax/legal advice, balance correctness, bank verification, or fraud detection. The service does not create adjusting entries, journal entries, corrections, filing decisions, tax positions, or professional materiality judgments. Cash/accrual basis is caller metadata only.

## Durable qualification

Production qualification used exactly one Base-Sepolia test-USDC authorization for 50,000 atomic. The first buyer received HTTP 200 `READY`; independent chain verification found exactly one AuthorizationUsed and one matching 50,000-atomic Transfer. A byte-identical replay returned the same order/body with no second payment response, settlement, authorization or re-execution. This is testnet qualification, not a funded mainnet purchase.
